Every winter there is an open meeting where, among many other items, there is an open floor to amend the rulebook. It seems like there's a new rule or two revised or adopted each year. All league members are welcome to come, participate, debate and vote. After that point, the role of the Board and the umpire's association is to enforce the rules as they exist. It's that simple.
