Well, if a change was made then it should be written down for edification.
If rule 5.14 remained UNchanged then either our manager lied to us all year long or the umpires were not made aware. To my recollection, we were never given the choice.
the rule was changed by majority vote of the board in late Feb. . The rule covered all age divsions . Commissioners were informed as were the umpires. (check the arbiter news section). commissioners then told the managers.
We has divsions need to see that rules are updated and published . Jim and Q have offered to do that. numerous editions exist, with and without updates. its a project.
as the rule exist now its a 10 run mercy rule which applies after the trailing team has 5 at bats. no team descretion. CDMSBL sect. Jreel.

i am not a manager or cdmsbl umpire, so i never go into arbiter. we never received - at least that i can find in past emails - a secretary's report saying we adopted this mercy rule.
its in the board minutes, read and approved at the subsequent meeting by voice consent. then disseminated to the league through its hierarchy. As a board memeber with first hand knowledge i know you are being facetious to make a point....We don't have current versions that are readibly available to all. hence your work with Q.
A two division system would work. But this could only work to better the league if movement between division is encouraged and written into the program. This will accomplish two things.
1- Teams that want to stay competitive and try to win can get some quality recruits that want to be on a winning team. That is to say a team in division "B" is winning games, but did not win a championship, could still recruit people wanting to play on a winning team.
2- Allow the teams, I am not sure who they are, that only care about the fun of everyone playing a place where they can play and not get crushed every game.
I completely agree that open season on recruiting is "bad" for the league. It will weigh heavily on the top 4-6 teams and the bottom teams will vanish, along with a certain amount of league members. Another option for us to look at is a maximum roster number. This, with some polishing, would keep the best team in the league from stacking the roster full of new talent without releasing some players. Those players would then be free to roam the league and find a suitable home. Teams that are close to being competitive would then be a little more attractive to players who were just released.
